[ It would be crueler for Jack than merely sending him back to the Empty, because he and the Shadow get along fairly well at this point. They're not friends but they're not enemies. It would be a lot harsher to toss Jack out into the universe and force him to worry about what he was doing to his family, which is exactly how Jack feels here. He doesn't know what to do because they wouldn't want him to test a portal back, he's too out of control. So he just ... waits. Until he comes up with a plan.

Jack doesn't know that he's talking to someone who has experience being killed surrounding a father's grief too. It's not something he's ever had in common with another person so it doesn't occur to him to expect that. Everyone in his family has died multiple times, him included. That's why killing him wouldn't really satisfy Chuck this time around.
