So he thinks that he can and no doubt will forgive Erik again, he thinks it's unlikely he can stop himself from it, but trust takes time. And he wants to give himself that time rather than give in immediately just because his heart wants to.
Erik is willing to build it up again, and if he continues to show that he's interested in changing, then it'll go a long way. Charles is far too forgiving, he already wants to slide back into who they were before. It's difficult to be around Erik and not feel that deep love again, especially when touching his mind directly like now.
